On July 13, 2009 Dennis Rachman's article "Listening to Obama's nukes guy, in the Financial Times of London is supported by Dr. Phillip's article on the President's apparent ignoring of Presidents Clinton (1994) and Bush (2002), Nuclear Posture Reviews which were very similar. Dr. Phillips cautions the administration in his piece, not to be so quick in modifying and changing the NPR's provisions.
